[CF-metadata] detaching the standard name table

Dear All,

I like some of the ideas that are starting to circulate, but have some
possible concerns that I don't want to air yet until I find time to
dissect the CF standard name table, which probably won't happen until
August [Bryan, even my time has limits ;-)]. I think waiting is better
than going off at half-cock.

I also want to think carefully about how an appropriate
cross-discipline (air-sea or air-sea-land?) governance framework could
be implemented. Something based on the best efforts of enthusiastic
volunteers who happen to be 'in the know' scares the hell out of me.
The proposed registry Pieter is talking about is a full-blown ISO19135
job, which in itself places constraints on the governance framework,
with a number of clearly defined roles. I would much rather have this
than something thrown together in haste in a more ad-hoc manner.

On the subject of a list to discuss parameter-based issues, the
EnParDis list still exists, but is totally inactive as the oceanographic
parameter discussions have been happening on the SGXML (ICES/IOC XML
Study Group) list.

I am developing some ideas about how semantic web technology could be
used to manage the problem of cross-dictionary ontologies based around
the idea of users setting up RDF container resources holding references
to the terms across dictionaries that the user regards as synonymous,
which should get over the problem of different perspectives of 'fit for
purpose'. We're going to thrash this one around as part of EnParDis.
