[CF-metadata] searching the standard name table

We have added a form to the HTML version of the standard name table
(http://www.cgd.ucar.edu/cms/eaton/cf-metadata/standard_name.html)
which allows you to search the standard names and/or their associated help
text, returning a results page that lists the matching standard names and
help text.
