[CF-metadata] proposed first non-beta version of CF

Dear Brian,

Thanks for filling me in. I hadn't looked but had just read through the last
e-mail from yourself and Jonathan.

However, I would argue for there to be a more explicit section on
'Describing forecast data'. This would make sense to me given the name of
the convention.
