[CF-metadata] proposed first non-beta version of CF

Hi Ag,

There is nothing missing from the convention for associating both forecast
and analysis times with a variable. The only thing missing are some of the
examples. I did include one example in the new section 5.7 on scalar
coordinate variables. That is (I think) the only new feature of relevance
for expressing forecast/analysis times.
