[CF-metadata] Standard name table updated

Dear All,

The standard name table has been updated to version 51, dated 17 April 2018: http://cfconventions.org/Data/cf-standard-names/current/build/cf-standard-name-table.html. The changes have also been published on the NERC Vocabulary Server: http://vocab.nerc.ac.uk/collection/P07/current/. The full list of changes is given at the end of this message.

This was quite a large update, but many more standard names are still under active discussion. The next update is planned to take place on 14th May.

3. Modifications to units of existing names
Martin Juckes reported a typographical error in the unit of surface_ratio_of_upwelling_radiance_emerging_from_sea_water_to_downwelling_radiative_flux_in_air. The unit has now been corrected to read sr-1 (i.e. inverse steradians). The name was introduced in V13 of the standard name table in March 2010 with the units incorrectly written as  sr^-1 and the typo has persisted ever since, so many thanks to Martin for spotting it!
4. Modifications to definitions of existing names
a. Transformed eulerian mean
Martin Juckes has provided a definition for "transformed_eulerian_mean" : 'The "Transformed Eulerian Mean" refers to a formulation of the mean equations which incorporates some eddy terms into the definition of the mean, described in Andrews et al (1987): Middle Atmospheric Dynamics. Academic Press.' This sentence has been added to the definitions of two existing names:
eastward_transformed_eulerian_mean_air_velocity             
northward_transformed_eulerian_mean_air_velocity.
   
b. Plants and plant respiration
A number of plant carbon content and plant respiration names have been given new aliases in this update. In addition, Martin Juckes has provided updated definitions for "plant" and "plant_respiration". These have been added at the same time as creating the aliases.
Plants: 'The term "plants" refers to the kingdom of plants in the modern classification which excludes fungi.  Plants are autotrophs i.e. "producers" of biomass using carbon obtained from carbon dioxide.' (This one applies to all names that mention plants, miscellaneous living matter, and named plant parts such as leaf, stem and root).
Plant respiration: 'Plant respiration is the sum of respiration by parts of plants both above and below the soil. It is assumed that all the respired carbon dioxide is emitted to the atmosphere.'
