[CF-metadata] [CF Metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 15th
March 2016.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). This page
is also linked from the CF home page (http://cfconventions.org/).

Currently:

38 tickets have been accepted [green]
 1 ticket is in active discussion in the last month [yellow]
26 tickets are dormant [red]

Since the 17th February 2016 there has been one new ticket (#148) and
two tickets have been accepted (#145, #148).
