[CF-metadata] Salinity units

Nan,

I think most archived values of "sea_surface_salinity" are practical
salinity, not absolute salinity. How about if we leave
"sea_surface_salinity" as "0.001" (or actually IMHO should be "g/kg")
and deprecate the use of "sea_surface_salinity" in favor of the newer
concepts of "absolute salinity", "preformed_salinity" or "practical
salinity".
