[CF-metadata] Proposed Standard Name: radius_of_tropical_cyclone_eye

As a follow-up to the definition for the proposed
radius_of_tropical_cyclone_eye, I would like to amend it
to read as follows:

Definition: The radius of a tropical cyclone eye defined to be the great
circle distance measured from the cyclone center
to the eye wall.
