[CF-metadata] Standard name table update

Hi Alison,

I've found a problem with the latest update to the standard name table.

The alias "spectral_radiance" references a non-existant entry_id.

</alias>

Until this is fixed I will point the CF Checker on PUMA to use the
previous version (v23).
I will also modify the checker so that it prints a warning rather than
falling over in a heap!
