[CF-metadata] dB decibel units

Dear Mark

When this has previously been discussed, we have agreed to allow decibel as a
unit for CF. We have often discussed providing a CF version of the udunits
database, but that has not yet been done, although it would be easy. Another
divergence from udunits is to allow "level", "layer" and "sigma_level" as units
(for COARDS compatibility, noted in section 1.4), and it would also be useful
to include "sverdrup" (=1e6 m3 s-1).
