"shortwave" is a better option than "solar". Here is the revised proposal:
standard_name: toa_shortwave_irradiance_per_unit_wavelength definition:
"toa" means top of atmosphere. "shortwave" means shortwave radiation.
Irradiance is the radiant power per unit area incident at a surface.
canonical units:
W m-2 ?m-1
Note the precedence for the form of this standard name was established
recently in the thread with subject: [CF-metadata] More canonical units or
more standard names?

The form of the standard name looks fine to me. I wonder about the word
"solar". In many existing standard names, the word "shortwave" is used to
refer to radiation from the sun. "solar" only refers so far to the
position
of the sun in the sky.

Would like to propose a new standard name for a quantity that will be
included in the GOES-R reflectance channels' radiance, and cloud and
moisture imagery products. This is not a unique quantity, and has
relevance to products generated by other systems, particularly weather
satellite systems.
