[CF-metadata] CF trac ticket summary update

Hello,

The summary of CF Metadata Trac tickets has been updated for the 19th
February 2013.
(http://www.met.reading.ac.uk/~david/cf_trac_summary.html). Currently:

26 tickets have been accepted [green]
 3 tickets are in active discussion in the last 3 weeks [yellow]
13 tickets are dormant [red]

Since the 27th November 2012 there have been two new tickets (#95 and
#96), no tickets have been accepted and two tickets' discussions have
gone dormant (#92 and #94).
