[CF-metadata] inclusion of GridSpec in CF?

Hi Cecelia,

I understand your concerns. Jeff is is on vacation so this will have to
wait until he comes back. It think it will be his decision as to whether
gridspec goes into cf 1.7 directly, or whether a separate web page
should be written in the mean time. I'd be happy to add a gridspec
version (cf_gridspec_version = 1.0.0) or some other tags but I'd rather
do this in consultation with Jeff.
