Yes, 'tendency_of_sea_surface_height_above_sea_level' is fine for me. I confirm the "sea_level" part of the standard name is a time mean sea level.

I agree with Jonathan that this now fits with CF convention.
I also wonder about whether sea_level is what you want, but I will leave that to subject matter experts such as yourself :-).
