[CF-metadata] Standard names for sea level change

Dear Olivier

I think
tendency_of_sea_surface_height_above_sea_level
would be fine to have as a new standard name. In this (and other standard
names) "sea_level" means "time-mean sea level". It has not been necessary so
far to define what that time-mean is.
