[CF-metadata] CF-1.6 Conformance Requirements/Recommendations

Dear All,

Attached is a first draft of the additional requirements for a file to
be considered CF-1.6 Compliant.

There are a couple of other additions I found along the way, which I
think should be in there.

Any comments, corrections and further additions that I may have missed
would be welcome.
