[CF-metadata] CF Standard Name Forms

Hello All,

I would like to ask about the inconsistent use of forms for parameters
reported in the CF standard names table. For example, nitrate is listed in
*moles_of_X_per_unit_mass_in_Y* and *mole_concentration_of_X_in_Y*, whereas
nitrite is listed only in mole_of_X_per_unit_mass_in_Y.

Is there a reason a parameter may not be defined in
mass_concentration_of_X_in_Y, but would be in both
moles_of_X_per_unit_mass_in_Y and mole_concentration_of_X_in_Y?

Thank you,

Rob
