[CF-metadata] Conformance Requirements/Recommendations for CF-1.6

Dear All,

Before I go ahead and start this, I just wanted to check if anybody has
already written or started to write the "Requirements and
Recommendations" for Chapter9 - Discrete Sampling Geometries to go into
the CF Conformance and Requirements Document? I vaguely remember
someone saying they'd give it a go.....

This document lists the checks that the CF Checker performs to establish
whether a file is CF compliant or not and obviously needs to be updated
so I can upgrade the CF Checker to CF-1.6.
If no-one has started this then I can come up with a first attempt.
