[CF-metadata] CF Section 5.3 "Reduced Horizontal Grid" and Section 8.2 "compression by gathering" somewhat inconsistent

Dear Steve

I agree that if there are more convenient and effective methods of data
reduction supported natively in netCDF-4 than the ones outlined in CF sect 8,
it would be write to deprecate Sect 8 for new data written with netCDF-4 and
to recommend the alternatives (pointing out that netCDF-4 data using these new
features can't be read with the netCDF-3 lib).
