[CF-metadata] Update to standard name table 21 October 2008

Dear All,

I am planning to update the standard name table on Tuesday 21st October
to add a number of names that have been agreed in recent months. Please
see below for the list of planned changes. If anyone spots any errors
in the list, please contact me as soon as possible. On this occasion
there will also be some modification to the "Guidelines for Construction
of CF Standard Names"
(http://cf-pcmdi.llnl.gov/documents/cf-standard-names/guidelines).

Another update of the standard name table is scheduled for 11th
November.

1. Aliases to be introduced for existing standard names.

water_flux_into_ocean will become water_flux_into_sea_water; kg m-2 s-1

In addition, the description of this name will be extended slightly to
mention "relaxation". Thus, the definition will now read:
"Water" means water in all phases. The water flux into the ocean is the
freshwater entering the sea water as a result of precipitation,
evaporation, river inflow, sea ice effects and water flux relaxation and
correction (if applied). In accordance with common usage in geophysical
disciplines, "flux" implies per unit area, called "flux density" in
physics.

water_flux_into_ocean_from_rivers will become
water_flux_into_sea_water_from_rivers; kg m-2 s-1
water_volume_transport_into_ocean_from_rivers will become
water_volume_transport_into_sea_water_from_rivers; m3 s-1

2. New names to be included in the standard name table.

a. Names proposed by Ian Culverwell for the NEMO ocean model. N.B. The
first two names were also proposed independently by Martina Stockhause.

variables constant, ie the partial derivative if appropriate).
