[CF-metadata] making proposals in trac

Agreed on opening a new ticket at the appropriate time. I think if we can have the discussion on TRAC, there will be a pool of potential volunteers reading the info, one of them may step up. I could also get someone to help out if need be, since it doesn't seem there's any difficult membership requirements to be a moderator? That is an important data point, knowing what the criteria and responsibilities are.

I (with my MMI hat on) would be willing to create a revised, generic version of that document per my own understandings, including appropriate information from the existing background material on the CF web (which isn't bad, just minimalist), if that helps improve the documentation for the processes.
