[CF-metadata] Common names for chemical species

Dear Roy and Martin

I agree with both of you. The role of CF is not to *prescribe* what people
should do in their models or observational datasets, but to enable them to
*describe* what they do in a way which facilitates intercomparison. Because
there are many different ways of categorising and aggregating, and a huge
number of species, it is not practical to solve all problems in advance.
Instead what we should do, as in most cases, is to provide adequate conventions
for what is currently needed i.e. those lists of species and aggregates of
species which are presently in use in datasets which want to be CF-compliant.
