Dear Julia

Your reading of it was correct. The committee exists to take responsibility
for making decisions on behalf of the community, when a decision needs to be
made. However the community at large is welcome to join the discussion, and
it is important that there should be wide participation. To clarify this, I
would propose to say
"The discussion takes place on trac and all may participate."
