[CF-metadata] Standard name table June update

Dear All,

The standard name table has been updated. The current version is now version 67, dated 18th June 2019. The changes have also been published on the NERC vocabulary server and are listed at the end of this message. A KWIC index for version 67 will be added to the website in the next few days.

Robert Fratantonio has been added to the list of standard name contributors: http://cfconventions.org/Data/cf-standard-names/docs/standard-name-contributors.html.

The next update to standard names is planned for 22nd July.

3. Modifications to definitions of existing names
a. Cross-references to the new 'toward_instrument' names were added to the definitions of three existing 'away_from_instrument' names:

b. New text to describe 'volume_fraction' was added to the definitions of ten existing names: ' "Volume fraction" is used in the construction volume_fraction_of_X_in_Y, where X is a material constituent of Y. It is evaluated as the volume of X divided by the volume of Y (including X). It may be expressed as a fraction, a percentage, or any other dimensionless representation of a fraction.' This makes the definitions more consistent with existing mass_fraction and area_fraction names.

The definition of ocean_volume_fraction was also amended and now reads ' "X_volume_fraction" means the fraction of volume occupied by X. It is evaluated as the volume of interest divided by the grid cell volume. It may be expressed as a fraction, a percentage, or any other dimensionless representation of a fraction. A data variable with standard name ocean_volume_fraction is used to store the fraction of a grid cell underlying sea-water, for example, where part of the grid cell is occupied by land or to record ocean volume on a model's native grid following a regridding operation.'
c. The definitions of two names were amended to include a new definition of 'sea_water_surface' provided by Martin Juckes: 'The phrase "sea water surface" means the upper boundary of the liquid portion of an ocean or sea, including the boundary to floating ice if present.' Previously the definitions referred to the lower boundary of the atmosphere, which is incorrect in areas of sea-ice.
