[CF-metadata] Standard name table and standardized region list updated

Happy New Year to everyone in the CF community!

Before going on leave over Christmas and New Year I updated the standard name table - apologies for the delay in advertising it. The current version is now Version 62, dated 18 December 2018: http://cfconventions.org/Data/cf-standard-names/62/build/cf-standard-name-table.html. Four new names have been added to the standard name table in versions 61 and 62 (listed at the end of this message). In addition, I have been engaged in some 'housekeeping' activities: correcting typographical errors in some standard name definitions to remove problems such as missing or superfluous white space, inconsistent use of single and double quotes and spelling mistakes. Martin Juckes has provided me with a further list of typographical errors in standard name definitions and these will be corrected, in batches, over the next few updates.

Following some discussion with Martin and Karl it was agreed that I would do some work on the standardized region list to make the file format consistent with the standard name and area type tables. Consequently, I have created numbered versions of the region list in both XML and HTML formats and we now have the facility to add description text to individual entries in the list. The current version is Version 4, dated 18 December 2018. The region list has grown slowly, from 52 entries in 2002 to the current 72 entries, with the majority of changes being added for the CMIP5 and CMIP6 projects. Versions 1-3 of the table were constructed by checking back through the mailing list archives for a record of which changes were made on which dates.

I have not created descriptions for most of the entries in the region list. However, the two new entries for V4, atlantic_arctic_ocean and indian_pacific_ocean, do have descriptions. I have also added a description to the existing region indo_pacific_ocean to help avoid confusion with indian_pacific_ocean.

For the time being, I have also retained (and updated) the old format HTML file http://cfconventions.org/Data/cf-standard-names/docs/standardized-region-names.html as this is currently used by the CF-checker.

All the changes (including all versions of the region list) are also published in the NERC Vocabulary Server (NVS). Here are links to the latest versions of the CF vocabularies in the NVS:
