[CF-metadata] SIMIP: 5 standard names and one area type for CMIP6

Dear Dirk, Jonathan, Martin,

Thank you, Dirk, for expressing a preference. I thought the discussion had reached a conclusion so in fact I have already added
maximum_over_coordinate_rotation_of_sea_ice_horizontal_shear_strain_rate
maximum_over_coordinate_rotation_of_sea_ice_horizontal_shear_stress
in this week's standard name table update. Martin has said he is okay with these too, so we will leave them exactly as they are!

I like the names that Jonathan suggested. With Martin's definition, I
find it more difficult to figure out how to read the various parts of
the name, i.e. people could wonder about a "sea-ice maximum" etc.
