[CF-metadata] new standard names

Dear CF-community,
for using CF-conventions in CEOP (http://www.ceop.net/) there is a need
for new standard names.
The proposed names and units:

For UKMO:
- energy_in_air; m2 s-2
- sum_of_kinetic_energy_and_enthalpy_in_air; m2 m-2
- kinetic_energy_in_air; m2 s-2

- height_at_convective_cloud_base; m
- height_at_convective_cloud_top; m

for NCEP:

for outgoing Photosynthetic Active Radiation:
