[CF-metadata] platform standard names

Dear Michael

If no-one comments further, let's add the following next Monday 17th.

> platform_speed_wrt_ground ("ground speed") (m s-1)
> platform_speed_wrt_air ("air speed") (m s-1)
> platform_speed_wrt_sea_water ("water speed") (m s-1)
> platform_pitch_angle (degree)
> platform_roll_angle (degree)
> platform_pitch_rate (degree s-1)
> platform_roll_rate (degree s-1)
> platform_orientation ("pointing direction") (degree)
> platform_course ("travel direction") (degree)
> platform_yaw ("difference between orientation and course")(degree),
> platform_yaw_rate (degree s-1)

These last two
> platform_orientation_rate (degree s-1)
> platform_course_rate (degree s-1)
don't sound so obvious to me, because "orientation" and "course" are not kinds
of movement, like "pitch", "roll" and "yaw" can be. If we want rates for
these two, we can call them "tendency_of_platform_(orientation|course)" but
let's wait to see if anyone wants to use them (unless you do).
