[CF-metadata] new standard_names

Dear All,

in the EU project ENSEMBLES we intend to convert the climate simulations
of about 10 different regional climate models into the netCDF
CF-convention standard.
Some of the output quantities are not in the CF standard name tables (I
used the search utility provided on the WEB to check this).
I produced a list of necessary standard names to be approved by the
CF-group (see below) which also includes additional quantities often used
in our simulations.
