[CF-metadata] staggered grid

Dear Burkhardt

Each field describes its own grid (T or v) separately as usual. The issue is
the higher-level one of *also* describing (redundantly) how the two grids are
related. Balaji will make a proposal on this issue, which he showed at the
recent GO-ESSP meeting. So far CF does not have a convention for it, as you
say.
