[CF-metadata] udunits for OTS and CF

Yes, this is a common problem. Unidata are going to be revising udunits soon
and may allow provision for different tables. For the moment I think we should
get round this problem by providing a CF version of udunits.dat that includes
psu. What units do you think conductivity should have?
