Yes, this is basically the idea as described in 6.1.1 of the CF standard.
Two points:

* The station_id variable should be named by a coordinates attribute of the
data variable (pre), because it is an auxiliary coordinate variable.

* I don't think station should have an axis attribute X (or Y), because it
doesn't have the sense of lon (or lat). In fact, it has the sense of lon or
lat combined so can't be regarded an X- or a Y-axis.
