[CF-metadata] Exner function

I propose we give the standard name dimensionless_exner_function to
the quantity (p/p0)^(R/Cp) (a dimensionless number). When/if someone asks for
a name for this quantity times Cp, we will decide what to call it. Quantities
both with and without Cp are referred to as "Exner function", it appears. OK?
