[CF-metadata] multiple uses of the special phrase "molar"

Hello,

The special phrases section in the Standard Name Table states that molar
means "per mole". Unfortunately, molar also means "containing one mole
of solute in one liter of solution". This latter definition is used when
reporting ocean nutrient concentrations. I suggest either removing molar
from the special phrases section or adding this other definition.
